Campus
Law Enforcement Policies
I. Security
personnel have no formal police training and no special powers of arrest or of
search and seizure.
Criminal incidents are referred to the County Sheriff’s Department,
which has jurisdiction on campus.
II. The Security
Department’s working relationship with law enforcement personnel is in the
capacity of private citizens and as
representatives of the Northland
administration.
III. Students are
encouraged through the Security Department and Student Life publications to
accurately and promptly report
crimes to the Security Department.
IV. Hate crimes
should also be reported to the Security Department. Hate crimes include any
occurrence of criminal homicide,
sex offense, robbery, aggravated assault,
burglary, motor vehicle theft, arson, larceny-theft, simple assault,
intimidation,
destruction/damage/vandalism of property, and any other crime
involving bodily injury that manifests evidence that the
victim was
intentionally selected because of the perpetrator’s bias.
Emergency
Response and Evacuation Procedures
I. Northland will
without delay take into account the safety of the community, determine the
content of the notification, and
initiate the notification system, unless the
notification will, in the professional judgment of the responsible authorities,
compromise efforts to assist victims or to contain, respond to, or otherwise
mitigate the emergency.
A.
Means
of notification include but are not limited to the following: NOAA weather
radio alerts, mass e-mails, recorded
messages to phones or voice mail boxes,
air horns, two-way radio communication, public radio or television
announcements, personal phone calls, and individual building alarm systems.
B. The
Security Booth will notify the Incident Commander immediately after being made
aware of an emergency incident
either on or off campus.
C. The
Incident Commander will then deem if the incident is a significant emergency.
If so, the Incident Commander will
convene with the Emergency Management Group
to determine the content of the notification and to initiate the
notification
system.
D.
During
the school year, the Vice President for Student Affairs shall be notified at
the earliest time possible of any
emergency incident or situation that involves
a student or multiple students.
E.
During
the camping season, the Camp Director shall be notified at the earliest time
possible of any emergency incident
or situation that involves a camper or
multiple campers
F.
The
Incident Commander may ask Security Booth personnel to assist in notifying
other members of the Emergency
Management Group.
G. The
Incident Commander will contact the President of Northland International
University (NI) with an update as soon
as the emergency situation has been
stabilized as well as at regular intervals thereafter.
H.
The
President will notify other members of Administration as he deems appropriate.
I. A
member of Administration will notify the Chairman of the Board of Directors
within twenty-four hours.
J.
In
the event of an extended power outage, a plan will be implemented to notify all
residents on campus, including
those who live in duplexes and apartments, of
any immediate plans and of the means for them to receive updated
information.
K.
A
member of Administration or the PIO will notify faculty and staff members by
e-mail of significant emergency events
that take place on campus.

a list of titles or persons responsible for carrying out this process:

III. Northland will
utilize local media outlets to disseminate emergency information to the larger
community.
IV. Northland will
test the emergency response and evacuation procedures on at least an annual
basis by publicizing its
procedures in conjunction with at least one test per
calendar year and by documenting a description of the exercise as well
as the
date and time of the exercise and whether it was announced or unannounced.
Missing
Student Notification
I. Northland
International University takes the safety and security of its students quite
seriously. To this end, the following
policy has been developed to assist in
locating an on-campus student who has been reported as missing. This policy is
in
accordance with the requirements set forth by the Higher Education
Opportunity Act (Public Law 110–315).
A.
Each
student living in an on-campus student housing facility has the option to
register a confidential contact person to
be notified in the case that they are
determined to be missing. If a student is less than eighteen years of age and
not
emancipated, his or her parent or guardian will be notified, regardless of
whether the parent or guardian is listed as the
confidential contact person.
Only authorized campus officials and law enforcement officers in furtherance of
a missing
person investigation may have access to this information. Local law
enforcement will be notified even if a student has
not registered a contact
person.
B.
Any
student who suspects that another student is missing should report the missing
student to an RA. Other members
or constituents of Northland International
University who suspect a student is missing should notify the Security
Department immediately. Anyone, including students, who suspects a student to
be missing as a result of foul play
(i.e., witnessed abduction) should also
contact the Security Department immediately.
II. When a student
reports a missing student to an RA, the RA will:
A.
Check
the student’s room;
B.
Wake
the room leader and each of the roommates if necessary and ask when and where
the missing student was last
seen;
C.
Call
the Security Booth / Welcome Center and ask whether the missing person is
recorded as being off campus or has
submitted a pass for an overnight stay off
campus;
D.
Ask
Security to check the computer labs;
E. Awaken
both RAs on each floor to check their respective halls;
F. Check
all floors, including basements, hall closets, storage areas, and the lounge;
G. Contact
the respective Dorm Supervisor if the student is still missing. The Dorm
Supervisor will immediately notify the
Security Department, respective dean,
and the Dean of Students.
III. The Security
Department will utilize the following procedures as necessary to investigate
the report of a missing student by:
A. Making
an attempt to contact the missing student by phone and e-mail;
B. Making
a systematic detailed sweep of all campus buildings and grounds;
C. Interviewing
friends, roommates, and others as deemed appropriate in order to gather information
to be used in the
investigation;
D.
Obtaining
the student’s registered car information, if applicable, to search for the
student’s car on campus and/or to
provide this information to the Marinette
County Sheriff’s Office if necessary;
E. Obtaining
a current photo of the student to be used in the investigation as deemed
appropriate by the Security
Department;
F. Contacting
the Technology Department to gain access to the student’s school e-mail account
as well as Internet
activity if deemed appropriate;
G.
Coordinating
with the Dean of Students in notifying the appropriate contact person of the
student.
IV. The Dean of
Students will:
A.
Ascertain
the need to communicate to certain members of Administration the status of the
investigation as he deems
appropriate;
B. Contact
the Marinette County Sheriff’s Department no later than twenty-four hours after
the student has been
missing. The Security Department will notify the Sheriff’s
Office immediately if any foul play is suspected;
C. Update
the members of Administration periodically on the status of the investigation;
D.
After
the incident has been resolved to the best of the university’s abilities,
applicable members of the Security
Department, Student Life, and Administration
will meet to review how the incident was handled and to make
suggestions for
future improvements.

II. Evacuation Procedures
A. Fire Drill Procedures for Ladies’ Brick Dorm:
1. Fire alarm sounds.
2. Dorm Representative contacts Security.
3. Security will respond and notify the Fire Department as necessary.
4. RAs clear their floor:
a. RAs clear their section:
i. First floor residents exit through the main door.
ii. Second floor residents exit through the maintenance side door.
iii. Third floor residents exit through the emergency exit under the stairwell (Fine Arts Center side).
b. RAs enter each room and touch each bed.
5. All residents go to the Fine Arts Center.
6. Once an RA knows her floor is clear, she tells the Dorm Supervisor that all the residents have evacuated.
7. The Dorm Supervisor will call Security when all the residents have evacuated.
8. Security will tell the Dorm Supervisor when it is safe for the residents to re-enter the dorm.
9. The Dorm Supervisor will tell the residents when it is safe to re-enter the dorm.
B. Fire Drill Procedures for Men’s Brick Dorm
1. Fire alarm sounds.
2. Dorm Representative contacts security.
3. Security will respond and notify the Fire Department as necessary.
4. RAs clear their floor:
a. RAs clear their section:
i. North Side residents exit through the North Side entrance.
ii. South Side residents exit through the South Side Entrance.
b. RAs enter each room and touch each bed.
5. All residents go to the Pioneer Activity Center.
6. Once an RA knows his floor is clear, he tells the Dorm Supervisor that all the residents have evacuated.
7. The Dorm Supervisor will call Security when all the residents have evacuated.
8. Security will tell the Dorm Supervisor when it is safe for the residents to re-enter the dorm.
9. The Dorm Supervisor will tell the residents when it is safe to re-enter the dorm.
C. Fire Drill Procedures for Lower Campus Housing
1. Fire alarm sounds.
2. A resident of LCH contacts security.
3. Security will respond and notify the Fire Department as necessary.
4. Resident leave out the nearest exit.
5. Each entire trailer should congregate on the sidewalk by the apartments and inform Security that everyone has
evacuated.
6. Security will notify residents when it is safe to re-enter.
D. Fire Drill Procedures for Timberside/Lakeside Dorms
1. Fire alarm sounds.
2. A resident of Timberside/Lakeside calls Security.
3. Security will respond and notify the Fire Department as necessary.
4. A representative from each room affected informs Security that all roommates have evacuated.
5. All residents go to the White Chapel.
6. Security will notify residents when it is safe to re-enter.
III. Contact Personnel
A. Security Personnel should report any fire to the Director of Security, who will then notify others as deemed
appropriate.
B. Non-Permissible Items:
1. For fire safety, cooking should be done in the dorm kitchen.
2. The following items are not permissible in the rooms: televisions, fireworks, heaters, electric blankets, and the
use of tobacco. Any exceptions must be preapproved by the Student Life Office.
3. Open flames, including the burning of candles and incense, are not permissible in the dorms at any time.
IV. Fire Education
A. Fire evacuation routes are displayed in each dorm room as well as on class syllabi and in the institution’s Emergency
Preparedness plan. Fire drills are also conducted during each semester.
